Multiple fiber runs were destroyed. Putnam County government's primary internet connection failed at approximately the same time.

According to the Putnam County Legislature's Protective and Health Committee briefing on July 22, full internet service was not restored until approximately 6:40 a.m. Monday. Putnam County agencies therefore operated without their primary connection for approximately 25 hours.

Here is the part that matters: county radio communications were never compromised. The Project 25 radio system used by public-safety agencies remained fully operational throughout the event.
